Like immediately after that, it's "but she thinks of herself as a girl," and she certainly wears female swimwear in the beach episode, and wears dresses... ofc,wearing female swimwear and dresses is gender expression and not gender identity, but they're still factors. I'd have to rewatch the part where Hibiki (I think it's Hibiki?) says that, but yeah.
