Haven't seen that much of Hibiki to know if she likes masculine things much, but the whole Rocky/boxing thing is pretty conventionally masculine, too. So yeah, she might be the whole tomboy package. "hot-blooded" and "alpha as [radio edit]" are traits that would traditionally be applied to guys, I'd say. =P

Then they kinda... forgot about them. I dunno, maybe I was expecting more battles like in Strike Witches. Bar set to high, etc.

I think a better way to put it is that they set things up for more drama and action and ended up delivering more slice of life stuff than you wanted. And even then I disagree with that considering they basically cemented the MotW format since the beginning.
