Probably 'cause Mikuru comes across as relatively passive and uninteresting -- it hints at her psychology, but we don't get to see how much of what she does is just a manipulative act, and how much is sincere (though it's raised as a possibility). Which I guess could be a good tension for the relationship, But Yeah

Either she's really manipulative and just playing at being a moe blob, which is a really neat angle, or she really is that sweet and naive, and thus she's got that sincere inner conflict about being useless to everyone, which is also interesting. That stuff just doesn't show up until the later books, so I think most people already decide on liking either Haruhi or Nagato by that point.
